What gives Canada, or any nation, the right to decide who can live here?

When so many around the world are dispossessed of their homes through natural disasters or war or enduring economic depression or endless political corruption, how can nations, especially those with the capacity to house them, prevent refugees from moving here? This problem will only become more acute with global climate change.
